Este libro del notable pensador alemán Max Weber es análisis riguroso de la burocracia, considerada como fenómeno de poder “racional” característico, aunque no exclusivo, del capitalismo moderno y de la “democracia” de masas. La discusión analítica se centra en la “racionalidad” como atributo fundamental del proceso de burocratización, tanto oficial como privado. Esto implica no sólo la posición del funcionario como un individuo. “funcional y objetivo” despojado de toda subjetividad en sus tareas, sino también la disponibilidad del aparato burocrático como un instrumento impersonal de precisión al servicio de quien llegue a ser capaz de controlarlo. La extracción estatutaria y económica del funcionario con base en el reparto social de poder, la economía monetaria como supuesto de la burocracia, la superioridad técnica del mecanismo burocrático puro, el “sigilo” en los procedimientos y en la información de la burocracia pública y privada, son algunas muestras de la riqueza temática de este texto. Si bien el concepto de “racionalidad” en su complejidad constituye la piedra de toque de todo el planteo, sus aportaciones ofrecen el acicate para nuevas discusiones y exámenes críticos de este basamento ineludible de la sociedad moderna.
