Part I comprises a general survey; Part II studies in greater detail the character and work of the agencies which are shaping the service - the organizations of employers and staff, the Whitley machinery, and the local authority in its capacity as an individual employer; while Part III deals with the more important aspects and issues of qualification and training in a way which could not have been attempted in part I without impeding the narrative. This is a must read for students of public administration and political science.
